Developing the Value Chain for Municipal Renewable Energy and Energy Efficiency Projects in Algeria

Description of project:

The Gesellschaft für Internationale Zusammenarbeit (GIZ) Program “Green Municipalities” aims to improve the energy management of Algerian municipalities regarding climate impact and financial sustainability.

However, the aim to increase the use of renewable energy (RE) and energy efficiency (EE) technologies on municipal level face various constraints: On the one hand, municipalities have little knowledge and implementation experience in RE & EE technologies as well as no financial incentives to use them (demand side). On the other hand, local enterprises face deficits concerning quality assurance and lack of knowledge of innovative business models (supply side).

The Program focuses on strengthening the supply and demand side simultaneously via four outputs:

  • Implementation of EE & RE measures in four pilot municipalities (Bechar, Djelfa, Relizane and Souk Ahras) to set a positive example.
  • Introduction of a digital energy management system in 40 municipalities.
  • Improvement of administrative conditions for increasing the quality and sustainability of RE/EE installations and services in the pilot municipalities.
  • Development of the Regulatory Framework and Incentive System for the utilization of RE & EE.

Activities undertaken:

Envidatec GmbH was involved as a consulting firm and a part of a consortium with AMBERO Consulting GmbH and carried out the following activities:

  • Design and implement a study of International Best Practices & Recommendations for Algeria.
  • Develop quality standards for local installation companies for small-scale solar PV projects and propose a system for the certification of such standards.
  • Develop training materials for local installation companies.
  • Elaboration of a Software Design Document for a Calculator Tool and subsequent programming of the software in collaboration with a local IT company.
  • Support and accompany the Algerian municipalities in the implementation of RE & EE installations.

Screening Best Available Technologies (BAT)

Description of project:

Bundesministerium für Umwelt, Naturschutz, nukleare Sicherheit und Verbraucherschutz (BMUV) and the Iranian Department of Environment (DoE) have recognized the implementation of “Best Available Techniques” as one key area for cooperation and identified the petrochemical industry as a priority sector in this respect. The main objectives of the project were:

  • Promotion of environmentally friendly industrial practices by making use of BAT a precondition for obtaining an environmental permit.
  • Development of proposals for establishing a coherent, effective permitting, monitoring, and inspection regime, including an improved approach with regard to: source pollution abatement, minimizing resource use and waste generation, and environmental protection.

Activities undertaken:

Envidatec GmbH was entitled to provide the necessary information and coordination support for the implementation of the GER-IRN BAT project in Iran.

Energy Efficiency in Key Industrial Sectors in Iran (Cement Industry)

Description of project:

The project "Energy Efficiency in Key Industrial Sectors" is financed by the Global Environmental Facility (GEF) and implemented by the United Nations Industrial Development Organization (UNIDO) as the implementation center of the GEF.

Activities undertaken:

  • Strengthening energy efficiency through the creation of voluntary energy agreements with the industrial sectors
  • Establish a framework for national energy management standards
  • Support for capacity building through training
  • Development of Energy Efficiency targets
  • Provision of benchmarks and above all the identification of technology improvement potentials for the energy-intensive cement industry

The results of the project present the latest state of energy efficiency in the cement industry in Iran. For Iran, which is one of the major cement producers in the world, energy efficiency plays an important role in making the sector more sustainable and competitive. Within the framework of the study, 23 cement production lines in Iran were compared with local and international energy-efficient practices and thus the assessment of the energy efficiency improvement in the sector was made possible.

Description of project:

A consortium of Envidatec GmbH and LOYTEC Electronics GmbH promoted by Deutsche Investitions- und Entwicklungsgesellschaft (DEG) was undertaking a development project (develoPPP.de) in Thailand and Vietnam with a main objective of developing local expertise in building and industrial Energy Efficiency, Energy Management System (EnMS), Energy Monitoring (EM) and Energy Efficiency Analysis (EEA). The objectives were achieved through a series of pilot projects and related trainings. The project was implemented in three phases over a period of two years. Local energy service providers and energy consultants were the cornerstones of this project. Knowledge transfer was taking place between the consortium and the local partners and a long-term partnership was established as a result.

Activities undertaken:

  • Energy audit of 8 pilot projects.
  • Implementation of EnMS ISO 50001 in 8 pilot projects.
  • Theoretical and practical training for the local partners in various topics.
  • Certification of the pilot projects and local partners by TÜV Rheinland Thailand and TÜV Rheinland Vietnam.
  • Implementation in 3 phases.

Establish an Energy Efficiency Network for Ugandan industries

Description of project:

Envidatec runs a public-private partnership (PPP) through the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). The aim was to build an Energy Efficiency Network (EEN) in Uganda and to establish various energy efficiency services in order to increase energy efficiency in the Ugandan industrial sector. The project includes several trainings, energy audits and implementation of energy efficiency measures.

Activities undertaken:

  • Energy audits in various industries, such as milk, tea, grain and coffee processing, to identify potential savings
  • Feasibility studies to develop measures from the energy audit into bankable projects

Envidatec GmbH was involved as a consulting firm and a subcontractor of NTU International and carried out the following activities:

  • Review of the documentation describing the Electricity Production and Export Calculations, provided by the Client.
  • Analysis of Current and Future Regulatory Framework with a potential technical, economic or operational impact on the Project.
  • Economical and technical evaluation of running the Powerplant in the described system.
  • Describing the strategy for injection of electricity in the electricity grid in Germany.

Expert advisory to pilot actions on the promotion of energy audits (EA) and energy efficiency (EE) improvement projects in Ukrainian industries.

Activities undertaken:

Envidatec GmbH was involved as a consulting firm and carried out the following activities:

  • Development of energy audit guidebook as per the ISO 50002 standard type 2 audit.
  • Development of a guidebook for the development of EE measures as per the ISO 50002 standard type 2 audit.
  • On-the-job training of local auditors (conducting energy audits together with them).
  • Workshops and trainings on using the developed guidebooks and conducting energy audits.
