In the frame of the objective to strengthen the capacities of selected municipal actors, the project aims to establish a “Learning Energy Efficiency Network” LEEN among these local public authorities. The LEEN operates through a well-defined methodology and a structured process that includes several integral steps yet can act agile as the members are the key actors in the network forming outcome and tangible impact themselves.
Activities undertaken:
Conduct operational planning workshop with client (GIZ) and other relevant stakeholders.
Develop jointly selection criteria for potential LEEN members.
Document results and elaborate an operational plan.
Development of a needs assessment online survey.
Developing and conducting trainings for the LEEN members.
Establish Partnership Agreement with CoM EAP.
Establishment of a Monitoring and Evaluation framework
Define technical Key Performance Indicators (KPIs) aligned with baseline study (buildings in EMIS) and overall LEEN objective (energy savings, EE improvements, EE measures)
Define community related KPIs (e.g. joint actions, peer to peer experiences, etc.)
Develop and introduce M&E framework including data collection, timeline, and involved parties to LEEN members.
Develop regular Monitoring and Evaluation reports.
